Who is ESCOSA?

    ESCOSA or Essential Services Commission of South Australia are The Essential Services Commission (Commission) is an independent economic regulator established under the Essential Services Commission Act 2002(External link), which came into effect on 12 September 2002. The Commission is the same body corporate as the former South Australian Independent Industry Regulator (SAIIR) established in 1999, which was previously responsible for some of the Commission's regulatory functions.     SA Water's Regulatory Business Proposal is based on our customers' views and expectations, and our business needs. It explains how SA Water proposes to operate and invest in infrastructure and services. The Essential Services Commission of South Australia (ESCOSA) ask SA Water and other utility providers to do this on a regular basis to ensure the customer is getting a fair price for the services we provide.
