SA Water is preparing to begin construction of a new large diameter water main extension along Victoria Road and Pelican Point Road.
This project, delivered in coordination with Australian Naval Infrastructure (ANI), supports the continued growth of the Le Fevre Peninsula, including the construction of the Nuclear-Powered Submarine Construction Yard (NPSCY).Once completed, the project will improve network performance and operational flexibility, allowing us to better manage maintenance, repairs and future demand on the system.
What is happening
We will construct an extension of the trunk main that currently terminates at the intersection of Victoria Road and Marmora Terrace, Osborne. The infrastructure will primarily consist of buried pipework installed underground, along with associated valves, fittings and connection points to integrate the new pipe with the existing network. The new water main will generally belocated within existing road reserves to minimise impact on private property and surrounding land uses.

When is it happening
Mobilisation of the site compound on Veitch Road will begin from early August 2026, with project works beginning from October 2026. The works will be undertaken primarily as night works to minimise traffic impacts for road users in the area. Any proposed noisy works will be undertaken as day works where possible to minimise the impacts to residents. This project is forecast to be completed in the first half of 2027.
What to expect
As with most infrastructure upgrades, there may be some construction impacts, includingshort planned water supply outages, construction noise and vibration, dust and debris, changes to traffic conditions, including the presence of construction vehicle and lane closures.
Traffic Management
This project will require nightworks, with sections of the eastern (southbound) lanes of Victoria Road closing over night for open trenching to install the 600mm pipe. These trenches will be backfilled at the end of each night, with the road reopening during the day.
A 400 m section of the bike lane will be closed during both day and night at the work location. The closure will progressively move along the work area as the works advance. This will be accompanied by speed reduction signage. We encourage drivers and cyclists to exercise caution when driving or riding in the dewatering zone.
For cyclists commuting through the area we encourage utilising the Outer Harbor Greenway, or the Elder and Mersey Road Bikeway as an alternative to Victoria Road.
