Project update - March 2026

Tunnelling works are progressing well, with tunnel boring machine ‘Janette’ now completing more than 175 metres beneath the ocean floor. Operating around the clock since late February, the TBM uses a rotating cutter head and hydraulic drive to excavate and install the tunnel structure. This phase of construction is closely monitored to manage any mechanical, vibration or environmental issues, with established protocols in place should work need to pause.

McConnell Dowell is now tunnelling through harder rock, which has slowed progress slightly, but steady advancement continues. Once complete, the tunnel will house the intake and outfall pipes, scheduled for installation from late April through to June 2026. Onshore, Acciona has commenced construction of the terrestrial pipeline linking the marine intake pump station at the Wastewater Treatment Plant to the desalination plant site.

Site establishment works are also advancing, with the new desalination plant entrance on St Andrews Drive now constructed and signposted. Additional bitumen will soon be laid to tie the entrance smoothly into the road, requiring temporary traffic management and reduced speed limits. A temporary compound will be set up in the unsealed car park opposite the Wastewater Treatment Plant, which will be upgraded as part of the works and later returned to the community for use.

Progress continues on the 7‑kilometre transfer pipeline, delivered by Leed, which will connect the new desalination plant to the existing network via the Northside Hill Tanks. Bitumen reinstatement on Proper Bay Road and the lower section of Bluefin Road will occur in the coming weeks, with the contractor working closely with council to meet required standards.
